V/Line OCMS Review
Earlier this year, Layer 2 Intelligence was invited by V/Line to undertake a strategic review of their Operations Control Management System (OCMS) asset class which included:
- Train Control systems,
- Backhaul communications systems,
- Wireless communications,
- Level Crossing Monitors,
- Security, and
- Passenger Information.
L2iQ undertook a detailed review of the current state of each asset, identifying configuration, maintenance & obsolescence management practices, security (cyber and physical) practices, identifying and risk assessing any gaps identified.
The team then worked to develop an overarching systems architecture document to identify key sub-system interfaces/interdependencies which were used to inform upgrade or replacement approaches. This was then combined with a review of internal systems engineering practices to inform a “bottom-up” approach to the future management of the asset.
The output of the activity generated a comprehensive report on the current asset state, strategic recommendations for future works and 7-year forward estimate to execute an improvement program.
Layer 2 Intelligence’s experience in combining our deep appreciation of Operational Technology, Asset Management practices (aligned to AS55001:2014), more contemporary technology management frameworks (such ITIL 4) and Australian railway operations places us in a unique position to “represent” the OT asset classes in the development of Asset Management Plans, strategic asset reviews and maintenance program development.
